Amaravati:The chief electoral officer of Andhra Pradesh Gopalakrishna Dwivedi expressed strong displeasure at the state government bringing out a GO in haste keeping the Intelligence wing out of the purview of the election commission. He clarified that all over world, the Intelligence wing was very much a part of the police department and could not be separated.

Dwivedi took strong exception to the manner in which the Chandrababu Naidu government tried to keep its handpicked DG of intelligence AB Venkateswara Rao and the entire wing outside the purview of the election commission.

Addressing the media on Wednesday, the chief electoral officer of the state said that the Central Election Commission was keeping a close watch on AP elections. Dwivedi pointed out that the      Election Commission had already sought an explanation from the Chief Secretary, home secretary and DGP and have kept the Central Election Commission informed of these developments. Further, he stated that apart from information provided by official channels, the election commission is conducting its own fact- finding exercises through independent channels.

The chief electoral officer of Andhra Pradesh said that the Election Commission was an independent constitutional body and that anyone was free to challenge its decisions in a court of law. Dwivedi reacted sharply to the petition filed in the High Court seeking separation of intelligence department from the purview of the Election Commission. He wondered how the activities of Maoists, factionists, and other anti-social elements which could disrupt law and order could be monitored and how free and fair elections could be conducted without proper information. Dwivedi made it clear that the intelligence wing was an integral part of the police department which was intertwined with law and order in the state. He questioned whether the intelligence department had no connection in dealing with the murder of former MP and Minister YS Vivekananda Reddy or the killing by Maoists of MLA Kidari Sarveswara Rao.
