Centre allocates IAS, IPS officers to Telangana, AP - Sakshi Post

The Centre has provisionally allocated IAS and IPS officers to newly-formed state of Telangana and residuary Andhra Pradesh and allowed them with a limited-time option of swapping their cadres.

A total of 166 IAS and 119 IPS officers have been allocated Andhra Pradesh cadre. Whereas, 128 IAS and 92 IPS officers have been given Telangana cadre, said an order issued by the Department of Personnel and Training (DoPT) here.

About 71 Indian Forest Service officers have been allocated to Andhra Pradesh and 56 to Telangana, it said.The Centre has put out a detailed list indicating the name of the officers, services and cadre allocated to them.

A fresh window may be opened to all officers to opt for swapping with another officer within the same category and in the same grade pay as on June 1, 2014, the DoPT said in an order.

The swapping of officers belonging to Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFoS) would be allowed primarily on the ground of marriage in which the spouse had not been given the same cadre as his or her partner. These couples who have been allocated to the same cadre would not be allowed the option of swapping based on the ground of marriage. It is made clear at the outset, that if one of the spouse or such couples opts for a change, regardless of the fact that his or her cadre is in the same cadre, the other spouse would not have the choice to represent later for a shift on the marriage ground, it said. Swapping of officers would be done seniority-wise from the respective lists of officer for the two successor states who have opted for a change, category wise in the same grade pay, the order said.  

Officers with two years or less service left as on June 2, 2014, whether working or retired may be considered for change of cadre, if they are already not allocated to the cadre of their preference, it said.

The request for change in cadre on the ground of swapping, marriage or retiring within next two years can be made by the officers before the concerned cadre controlling authorities--DoPT for IAS, Home Affairs Ministry for IPS and Forest and Environment Ministry for IFoS--before January 10, 2015. The composition of the three all-India services (IAS, IPS and IFoS) is based upon a recommendation by a six-member committee headed by former Central Vigilance Commissioner Pratyush Sinha. Such representation would be considered by the Sinha committee.

The whole exercise of preparation of final list is to be completed within 45 days, the order said. Earlier, Andhra Pradesh had a total authorised strength of 376 IAS, 258 IPS and 149 IFoS officers. Telangana, the country's 29th state, came into existence on June 2 and started functioning from that day. Parliament had given its approval on February 20 for the creation of Telangana through the bifurcation of Andhra Pradesh.
