It’s astonishing to note, but it is true to the knowledge of the Assembly officials that Opposition leader and TDP president N Chandrababu Naidu had spoken just four minutes in the 20-day Assembly budget sessions held in two phases, which concluded on Friday. 

 

Chief Minister N Kiran Kumar Reddy spoke about three hours and 58 minutes, while the main Opposition leader Naidu completed his speech in just four minutes out of the total 57 hours 29 minutes of House proceedings. TRS Floor leader Eetela Rajender took one hour 20 minutes, while YSR Congress Floor leader Vijayamma 29 minutes. 

Wastage of Assembly time

A total time of four hours and 42 minutes was wasted due to stalling of proceedings. Time drained because of political parties as TDP has wasted two hours, TRS one hour 37 minutes and YSR Congress 46 minutes.   

The Assembly officials on Friday released the statistics on the functioning of the House. The assembly met for 20 days in two phases and the House proceedings held for 57 hours and 29 minutes. Out of 94 star-rated questions, the ministers gave answers for 93 queries, while 13 questions have received answers out of total 15 normal questions.   

The House approved 16 Bills including the Appropriation Bill on the final day and it accepted seven reports submitted by standing committees. Interestingly, out of 293-members in the House, only 96 members and 26 ministers participated in the debate.

Time consumed by parties

The ruling Congress party had used maximum time of 25 hours 23 minutes out of the total 57 hours 29 minutes. TDP: 11 hours and 48 minutes, TRS: 6 hours and 9 minutes, YSRCP: 3 hours and 55 minutes, MIM: 1 hour 53 minutes, CPI: 2 hours 12 minutes, Lok Satta: 2 hours 24 minutes and others 48 minutes. 

Gift coupons worth Rs 2.5 cr for MLAs

Despite heavy financial burden to the State exchequer, the Speaker Nadendla Manohar continued the formality of the Assembly. The members were given gift coupons worth Rs 2.5 crore allowing them to get PC tablets. It is reported that the finance department rejected the proposal, but the Congress Legislature Party (CLP) had got it mounting pressure on Finance Minister Anam Ramanarayana Reddy. The members can get PC tablets by producing the gift coupons in the prescribed Sony Showrooms.
