YS Jagan Invites PM Modi For YSR Raitu Bharosa Scheme Launch
New Delhi: Andhra Pradesh Chief Minister YS Jagan Mohan Reddy met Prime Minister Narendra Modi and invited him for the inauguration of prestigious 'YSR Raithu Bharosa' scheme in the state on Saturday. The meeting with the Prime Minister lasted for about one and half hours, where they discussed several issues pertaining to the State.
It may be recollected that YS Jagan Mohan Reddy's major promise during the election and in the manifesto was the YSR Raithu Bharosa scheme. The government has scheduled the launch on October 15 at Nellore district. The government has planned to benefit 53 lakh farmers including tenant farmers on the inauguration day itself.
YS Jagan Mohan Reddy for the sake of state's development has requested the central government for additional Grant In Aid for this scheme. The previous government has mentioned the requirement of Rs. 61,071.51 crores in vote on account budget and the same has been mentioned by the current government. So far, only Rs. 6,739 crores have been received from central government. The previous government has put Rs.50,000 cores in pending that are related to several works and bills.
The Chief Minister has requested to release the funds in time and to co-operate for the development of state. In view of this, the Chief Minister has requested for Rs. 40,000 crores as Grant in Aid to the state.
According to Comptroller Auditor General (CAG) of India's estimation, during 2014-15 the state was in a revenue deficit of Rs. 22, 948.76 crores. Despite the revenue deficit, the central government has given only Rs. 3,979.50 crores and Rs. 18,969.26 crores are yet to be received.
Chief Minister on behalf of state has requested to release the pending amount immediately. For the same, senior officers from the state have met Prime Minister's Office officials on August 23, 2019. And they have explained the revenue deficit calculations to the officials at PMO.
In order to deliver transparent governance, the Chief Minister has asked the central government to reimburse Rs. 5,103 crores that has been spent by state government for Polavaram Project. He also asked to release Rs. 16,000 crores with immediate effect in order to complete the project works as soon as possible. He also requested to approve the revised budget estimation of Rs. 55,548 crores for Polavaram project.
To enhance backward villages and backward districts a special package of RS 4,000 has been quoted which is similar as in Bundelkhand district in Uttarapradesh and Kalahandi district in Orissa .But whereas in Andhra Pradesh only rupees 400/- was given. The Chief Minister requested Prime Minister Narendra Modi to enhance this special package from rupees 400/- to rupees 4000/-. There are 7 backward districts in Northern Andhra, Rayalaseema regions in the state of Andhra Pradesh. In order to develop each district with an amount of Rs 50 crores , where the State was supposed to receive Rs 2100 crores ,but has received only Rs 1050 crores in these six years.
Another issue discussed was Krishna and Godavari river's to be integrated due to huge water scarcity in Krishna delta. Also the water level to be maintained for the outflow for daily usage of water to the villages that depend upon the Krishna River.
